Engr. Teodoro Encarnacion is a Senior Infrastructure Advisor of REID for its work in the USAID DELIVER Project. With him is more than 50 years of experience in government and consultancy work infrastructure. He is a former Presidential Adviser on Infrastructure and a former Senior Undersecretary of the Department of Public Works and Highways. He has a Masteral degree of Environmental (Urban and Regional) Planning, and a Bachelor of Science degree in Civil Engineering from University of the Philippines.
