ANTHONY EDSEL CONRAD F. TUPAZ

Atty. Anthony Edsel Conrad F. Tupaz is a Senior Infrastructure Lawyer and Right-of-Way Expert with 18 years of experience, including more than 18 years occupying various positions in all three branches of government (adjudication, legislative/policy, executive).  Most recent government positions include Chief of the Right-of-Way Acquisition and Enforcement Division, Department of Public Works and Highways, Central Office (DPWH). Currently, Senior Partner at Gorriceta Africa Cauton & Saavedra, leading the Special Projects & Infrastructure Practice Group. He is the Team Leader and Lead Proponent of the DPWH Right-of-Way Acquisition Manual (DRAM).

He holds a Master of Laws from Harvard Law School, Harvard University, Cambridge, Massachusetts, Juris Doctor from Ateneo de Manila Law School, Makati City, Philippines, and Bachelor of Arts in Economics – Honors Program, Cum laude, from Ateneo de Manila University, Quezon City, Philippines.
