The main challenge for infrastructure development in the past is its consistently low allocation in the national budget. With President Duterte’s administration’s emphasis on the Golden Age of Infrastructure, the budget allocated for infrastructure has reached its highest level. With this high allocation, the next challenge that must be confronted is the acceleration of the delivery of these infrastructure projects.
The Right-of-Way Act
On March 7, 2016, the Philippine Congress passed the Republic Act No. 10752, AN ACT FACILITATING THE ACQUISITION OF RIGHT-OF-WAY SITE OR LOCATION FOR NATIONAL GOVERNMENT INFRASTRUCTURE PROJECTS, or "The Right-Of-Way Act". This law aims to resolve right-of-way issues that delay substantial number of infrastructure projects.
In May 2016, the Implementing Rules and Regulations (IRR) of the aforementioned law has been finalized. The IRR speaks of the importance of different implementing agencies such as the DPWH.
The DPWH Right-of-Way Acquisition Manual (DRAM)
In compliance with the new law and the IRR, DPWH, its regional offices and all relevant units, supported by REID Foundation, crafted the DPWH Right-of-Way Acquisition Manual (DRAM). The DRAM was authorized under Department Order (D.O.) No. 124 on October 17, 2016, as amended by Department Order (D.O.) No. 562. The completion of the DRAM and issuance of the D.O. 124 and 562 necessitate widespread orientation and training seminars for all stakeholders of DPWH regarding these new guidelines to further the cause of accelerating infrastructure development. We need to reach out to ROW Teams, project contractors, lawyers, property appraisers, consultants, and other types of stakeholders of the Department.
DPWH ROWA Manual Seminar: The Firsts
In this regard, REID Foundation, in cooperation with the DPWH, is holding a seminar on the Right-Of-Way Acquisition Act and the DRAM entitled The New Right-of-Way Acquisition Process for Government Infrastructure Projects, with Applications to DPWH Projects.
This is the FIRST DPWH ROWA Manual seminar on the open to the private sector. This is also the first ROW seminar to be conducted by REID Foundation after the DRAM is formally issued.

The materials for this seminar are protected. Any form of audio, video, image or PowerPoint slides recording of the seminar used by the speaker is strictly prohibited.

However, if the seminar is cancelled because of some unusual or unforeseeable circumstances or force majeure. REID Foundation will not refund the seminar fee paid by the participants/participating companies but will reschedule the seminar in a later date.
