UPPAF Regulatory Reform Support Program for National Development, with support from partners from the Philippine Association of Meat Processors, Inc. (PAMPI), Tariff Commission (TC), Department of Agriculture (DA), Department of Trade and Industry (DTI), Export Development Council (EDC), Philippine Exporters Confederation Inc. (PhilExport), Philippine Chamber of Commerce and Industry (PCCI) and REID Foundation organized a free online forum held May 21, 2020 that tackled Philippine non-tariff measures (NTMs) on medical goods and essential products. The session provided insights on the movement of these goods as unhampered by NTMs to heed the call of Republic Act 11469 or the Bayanihan To Heal As One Act to provide, among others, incentives for manufacture and importation of critical medical goods and to ensure availability of supply of these to address the contagion.
To supplement this trade policy discussion, we now turn to NTMs on food and the implications brought by the current health crisis. In the midst of the quarantine and movement restrictions to contain the pandemic, a collective agreement was made by the Association of Southeast Asian Nations (ASEAN) Ministers on Agriculture and Forestry in April 2020 to, among others, “refrain from imposing new export control, restrictions and prohibitions, tariffs and non-tariff barriers” to ensure food security in the region
In this regard, UPPAF-RESPOND will hold part two of a series of free webinars on NTMs: “Philippine Trade Policy Response Amid COVID-19: NTMs on Food as Essential Item” with focus on Meat Products and Processed Food on August 5, Wednesday at 2:00-5:00 PM via Zoom.
